Sustainable Urban Mobility Plan

The aim of the project is to prepare a Sustainable Urban Mobility Plan (SUMP Izmir) for Izmir Metropolitan Municipality. The Plan will contribute to liveability and sustainability in Izmir by providing safer, cleaner, accessible and affordable mobility for all.

Izmir is working to create a green, safe and integrated transportation system.

To achieve this goal, strategic planning methods are needed that link transportation and urban planning and involve citizens in building their own mobility systems.

SUMP Izmir aims to identify policies and interventions that will promote sustainable mobility and increase the use of non-motorized transport, shared mobility and public transport. The measures proposed in this context should facilitate a shift away from a car-dependent lifestyle and contribute to reducing traffic congestion, carbon emissions and other negative impacts resulting from the overuse of private vehicles. The project is part of the city’s zero carbon process as part of the European Commission’s 100 cities mission.

The European Union (EU) provides grant funds to countries in the process of preparing for EU membership through the Instrument for Pre-Accession Assistance (IPA) to support their political, institutional, social and economic reforms towards membership and to help them achieve Union standards.  The Ministry of Transport and Infrastructure, Directorate General for European Union and Foreign Relations, Department for European Union Investments, is responsible for managing the portion of IPA funds allocated to the transport sector, and carries out its activities within the framework of a program whose content and financing is approved by the European Commission.

This program, known as the  “Sectoral Operational Program for Transport” or simply “SOPT” explains how harmonization with the EU will be ensured, which areas will be prioritized, how the budget will be allocated to these prioritized areas, which projects or what type of projects will be financed, what are the measurable results required to be considered successful, and what will be done to promote the program and ensure its visibility.

The SOPT has been working in jointly with the EU for nearly two decades, contributing to the creation of a competitive, accessible and sustainable transportation system Türkiye that aligns with the EU standards. The projects carried out under SOPT in various parts of Turkey aim to achieve the following objectives:

  • Enhancing the sustainability and safety of the national transportation system,
  • Improving the efficiency of the transportation system,
  • Promoting the transition from individual transportation to sustainable, accessible and inclusive forms of public transportation at both national and urban level,
  • Strengthening Türkiye's integration into the EU in the field of transport through the gradual alignment of the Turkish transport sector acquis with the EU transport acquis,
  • Supporting the Ministry of Transport and Infrastructure in the management of the Transport Sectoral Operational Program to ensure the most efficient use of EU, national and international funding in Türkiye's transport sector.

The SUMP Izmir project is also a project implemented under the SOPT umbrella program.

SOPT supports sustainable urban mobility plans covering various regions of Türkiye and the creation of more livable and better quality cities.
